How many Beas personnel can use the Terminal licenses?
There are no limits, you can have 100 personnel and only 5 in a type of terminal licenses. Everyone will be able to access the terminal but only up to 5 at a time. When a 6th user logs in to the terminal, they will not be able to access the apps that do not have licenses available.
What licenses are consumed by a user who connects to the terminal?
There are different types of terminal licenses, e.g. production data collection, issue and receipt, quality control, inventory among others; each of them gives access to a set of applications available for the terminal. In addition, each personnel is configured with an authorization group, so one operator can see only quality and inventory applications, and another can see only PDC applications, depending on the configuration of each one.
When the user logs in to the terminal (desktop or web), all terminal licenses associated with the authorization group will be IN USE for as long as the user remains connected, and will be released to another user when the user logs out.

Yes, from the license administration window you could assign each terminal license to a workstation, SAP user or personnel. When a user accesses the terminal, the system will check if there is a license assigned and will use it. Those licenses will remain exclusive for workstation or user, but only for one use at a time. Therefore, if it is assigned to a user, the reservation is assured for a first connection, but if the user accesses it again at the same time from another device, this will be discounted from another available license.

You must ensure that a user is not logged in twice, otherwise they will be consuming two licenses. In the license administration window, you can see the connected users and the terminal licenses they are using.

Make sure that the user is IN USE more than once, as the assignation of a license is exclusive for one use at a time. The reservation is assured for a first connection, but if the user accesses again at the same time from another device, this will be discounted from another available license.
