This already exists. Set the Category to "Other" and Type to "Internal (-1)". Took me a while to figure it out because I, too, looked at Custom first.

I like the suggested functionality but perhaps if it were available in a cascading right-click menu, similar to the Print & Delivery menus on marketing docs.

I agree. This would be a great usability enhancement. Even if it were just on the right-click menu: Open New Window.
