Picklist proposal info screen is not shown when the plp is created from the open sales order window

When creating proposals from the open sales order screen the info screen does not provide a reason why partial or no proposal are being made.

When creating proposals directly from the sales order, the picklist proposal info screen shows an explanation of why a PLP was no generated or partially generated.
