Putting it in and IF ($[$4.0.0]) <> '' structure took care of most issues although it would be good to document any limitation on this kind of validation.

Sure - here are a couple - on most screens when I see the system info for something that is to appear at all pane levels, the pane level is set to 0.  On the Project screen it is set to 1-6 meaning...
