Allow a negative stock transfer

If sap is enabled to allow negative stock then the ability to do a negative stock transfer would be a good feature

  100% correct. If you have it in your hands and it needs to be transferred, an inaccuracy in your stock file should not prevent the transfer. A customer could be waiting!
