Referenced Documents Form - mandatory data entry

I am trying to make it mandatory to enter data into the referenced document form in certain circumstances.

I am able to successfully pop the form open when required, but I can't seem to find a validation that will stop the user from using OK or Cancel to close an empty form in version 10

It was working in 9.3 which is frustrating
