beas license for GRPO creation

We would like to know that in our environment, the BEAS basic license has been assigned to the stores team, and they never use any screen in BEAS. The add-on is just connected. These are the users who initiate the GRPO in SAP. We were told by our partner that some QC flag is updated, and thus a license is required and add-on doesn't connect if license is not assigned.

Is this license really required, or is there any workaround by which the QC flag can be updated using SBO transaction notification and we can unassign the license and re-purpose it for users who really need it.
