B1up Validation on documents

I have created a validation to pass $[NEWID] to a CR on AP invoice add/update event.  User does not want to trigger this action on File > Save as draft.  it seems this is treated as data add event  which we cannot fillter out in SQL condition.  Please kindly suggest how to go about with the settings. thanks
