Allow to change the dates by position and plan the position only

Nowadays it is possible to move resource within a position and to set it "planned", meaning that the next APS will not tamper with those dates. The problem is that the whole work order is set to planned.

The requirement is to allow a single position within a work order to be set to "planned" , while allowing the other positions within that WO to be scheduled around the fixed one. The customer requesting this has large projects, and tens of positions within each work order, so they cannot create single position work order, and without the ability to manually plan a position they cannot properly plan.
