BEAS - Production Bill of Materials Quantity not allows to edit

BEAS ver. 2020.09.002 (HANA)

We have an upgrade from 9.3(1.38) PL01 HF8 in this month.

In this version, it not allows to edit `Quantity` once the material issued, and we haven't experienced this in the previous version.

It affected our ECN process, please propose a fix for this.
