Warn or prevent Beas Mobile users from over issuing a part

If someone tries to over issue a part on a scanner (beas mobile website), it will let them. 

The request is to prevent this from happening, or if there is a legitimate reason that some folks might want to do this, then to at least provide a warning message to the person that they are about to over issue a part.

Currently, there is not a way in the scanner to un-issue the part or to see that the part was over issued, so it would be nice if the enhancement could also do that, but at a minimum, we would like a message to be shown. Thanks.
