PBI 3802 - Toolbox: Make it possible to add custom "Countries" Not planned

I am at a customer site and they have created “EN – England” and “SC-Scotland” but of course the “Use Flags” feature stops working for those as its expecting UK. Is it possible for me to edit the config to import 2 new flags (and probably wales and Northern Island too?) ?
