PBI 3756 - Define a user definition per each button Not planned

Can we change the user restriction so instead of setting up Button Configuration for each group of users, have the user setting in the row level (same for all configurations screens). Like we have with Aadd and Edit menu.

    This request will not be included due to usability. Instead have button and restrict press of the button.
