PBI 3758 - Up and Down arrows in Button Configuration Completed

To be able to change the locations of the buttons on the screen by having up and down arrow buttons.

    Function buttons... So have

    Button 1
    Button 2
    Button 3

    Then highlight button 2 and press move up so the buttons go in new order

    Button 2
    Button 1
    Button 3

    ???
