PBI 5197 - Global translation keyword system Completed

Option to have a keyword system that can be used across:

 
- Crystal Reports
- Dashboards
- B1UP Modules
-- Function Button Captions
-- UF - Macro
-- UF - Message
-- IPT - UDF Description
-- Mandatory Fields - Texts
-- Add and edit menus - captions
-- B1P&D Email action [NB: Remember that this can also be run via the server-component]
(there is properly more so goal is that it is easy to insert)
 
Note:
- Probably a good idea to cache all translations for the current running language (will be hit a lot)
- should we make a default value field and make it mandatory
- UDO? (would requiere a column in DB for every language)
- Sysntaxt should not conflict with any other of our syntaxes (Dynamic)

    This was added to version B1UP which was released in February 2017.
