P & D Conditional Actions for scheduled Mass Delivery

We have a customer who wants to schedule send of AR Invoices. There are 3 criteria, some customers get a single document per email, some get emails with all attachments and those that do not have an email will be printed.

As they have a large volume, is it more efficient to set these up as 3 separate Mass Deliveries or as one with conditional actions pointing to 3 different Report Actions?
