What can be the reason of "start in name field" not working?

I have a client where the option toolbox -> documents -> start in name field is turned on but not working, for example for the sales order module.  

I have tried turning off all validations and all item placement tool configurations.  

The version I'm using is 2019.06 

what could be the possible reason?

  Maybe check for an SAP-based UI Customization on the screen?  Does it work properly on other screens - Quotes, Invoices?
