I have a client where the option toolbox -> documents -> start in name field is turned on but not working, for example for the sales order module.
I have tried turning off all validations and all item placement tool configurations.
The version I'm using is 2019.06
what could be the possible reason?

It should work, please contact your local Partner and create a ticket, in this way we will be able to follow up.
Maybe check for an SAP-based UI Customization on the screen? Does it work properly on other screens - Quotes, Invoices?
