Ressource/operation only for trained workers

I have a wish for new functionality; this is needed in many industries (like medical engineering). While audits the companies have to show, that all the resources/operations in their production are only operated by trained workers. 
To achieve this there should be an table in which the trainings for resources/operations are assigned to the workers. Ideally it could be located within the personal master data. 
In my opinion this features should be a standard feature and will be needed more and more.

  We currently have 6 fields for resource definition. Can't these be used for this?

  There are many workers who are trained on more than 6 resources and they also work on more than 6 resources. Using the grouping possibility with wildcards in this fields is very difficult, because there is a given numbering of the resource over years and several of the workers would need another grouping.

  So it would be the best (and for our customer the only) solution to have an n:m relation between personal master data and resources.
