In or exclude users on universal functions

The universal functions supports the sql reports but everybody has access to all the reports.
I want our users to add the general reports themselves whatever the require but block some special SQL reports.

  Is this related to Dashboards or some other specific situation?

  Yes, mainly on the sql reports, because that contains sometimes sensitive data that should not be seen by all b1up users
