Conditional Action ERROR - Report action

I have tried multiple sql format but still doesn't work. 

SQL:
IF($[$3.0.0]) = 'I'
BEGIN
SELECT 'SERVICE' FOR BROWSE
END

But always get an error below

How to fix this?
