B1P&D Mass delivery doesn't show newly added configuration

Not sure why, but the new mass delivery configuration that I created yesterday does not show up in either the Mass delivery drop-down or in the scheduler drop-down. Even if I duplicated an existing mass delivery with a different name. It still wouldn't show.

FYI, I did recently run a mass import which screw up a lot of things in configuration. and I fairly sure it is related, but not sure how to fix it.
