If you duplicate an Action, the translations (subject, body, template) are not duplicated.

  This is due to a technical limitation in SAP . The translations are stored in SAP's translation system and this system can only reference data that are already in the database. And since you duplicate is not yet in the database (only on screen) it is not technically possible to copy it along with rest of data.
