The error "Unable to access SBO-Common database" can be due to a number of different things:
1: If you enter the wrong license server address/database server. The license server/database server address should always be the same as what is entered into the SLD. Try changing it from an IP to a hostname or the other way around.
2: That the database user does not have read/write access to SBO-Common.
3: That the Database Type does not match the installed Database version (Example MSSQL 2014 but select MSSQL 2008 in setup).
4: That you do not have the MSSQL Native Client or HANA ODBC Driver installed
If non of the above solves it then please try to install SAP's Data Transfer Workbench (DTW) tool in order to generally test connection. If connection via their tool is not possible either then please contact SAP Support.
